1. Presentation by Dave Christensen of Jefferson County Dept. of Natural Resources: “Managing water resources through land use: seawater intrusion in Jefferson County”
q Dave Christensen gave a presentation on Jefferson County’s experience/frustrations with using land use to manage water resources, using seawater intrusion as an example.
q Dave highlighted the inconsistencies in state law that confuse County responsibilities and authorities.
q Thurston County and Mason County Health Dept. expressed interest in helping Jefferson County in their efforts to pass clarifying legislation in the coming session.
2. Watershed Plan
q The PU reviewed and made final edits to the RFP for plan writing. The RFP will be advertised on Tuesday, June 29th and proposals will be due on July 13th.
q The July TC meeting will be used to rate the proposals and select firms for interviews.
3. Finalize Project Ideas for the Terry Husseman Grant
q The PU discussed three proposals for Terry Husseman grant funds:
o N. Bay Bacteria Source Identification and Correction
o Riparian plantings for streams listed on the 303 (d) list for temperature and fecal coliform within the Oakland Bay Watershed
o Totten/Little Skookum TMDL Response
q The PU had some questions about the draft budgets, particularly on the riparian planning application (e.g. how much money going to planning vs restoration activities).
q All the projects should include a monitoring and evaluation component.
q The description of the benefits should be strengthened as well.
q The PU supports the Source Identification application. Stephanie will revise it based on PU comments and submit it to Phil.
q The PU supports the concept of the riparian planting application but is concerned about the lack of specificity in the current draft.
q The PU supports the efforts in the Totten/Little Skookum TMDL response but is not sure it meets the criteria specified for this grant.
4. Updates
q The Instream Flow Grant and the NWLW Contract are ready to sign by the BOCC on Tuesday, July 6th if the base grant amendment is ready. Phil and Bob will work to finalize the basegrant amendment so that it can also be signed at this meeting.
q The Storage Grant is scheduled to be signed by the BOCC on July 6th. The MOU between the City and the County is also ready for signature.
q John K. has finalized the consultant contract for the Goldsborough Creek Temperature Study. The agreement with Ecology for partial funding is also complete. The County and the Tribe still need to sign an agreement to transfer money from the Planning Unit to the Tribe.
q A sub-committee on Hood Canal will be established. This was a recommendation from the recent joint meeting of WRIAs 14, 15, 16, & 17, and the sub-committee will be comprised of interested persons from all four WRIAs. The meetings will be coordinated by WRIA 16; the first meeting is scheduled for Thursday, August 5th from 3-5 pm at the PUD in Potlatch.
q The most recent WRIA 14 newsletter is out; copies were distributed. If you need copies, please contact Marilyn Brennan at mbrennan@coopext.cahe.wsu.edu.
q The Draft Wastewater Facility Plan for the Shelton regional area is out for comment, though it is unclear where you can get copies. Theresa will forward Susan the summary and Susan will send that to the WRIA 14 mailing list. We will invite someone from the Task Force to brief the Planning Unit at a later meeting—possibly in September.
5. Upcoming Meetings
q The next Technical Committee Meeting will be on Wednesday, July 14th from 10-12 at the Shelton Civic Center.
q The July Planning Unit meeting is CANCELLED.
q The Sub-Committee on Hood Canal will meet on Thursday, August 5th from 3-5 pm at the PUD in Potlatch.
