1.      Watershed Plan

q      The PU agreed that it needed to meet twice a month in order to complete the plan by the end of year, as scheduled.  The Planning Unit will have an additional meeting each month the normal Technical Committee meeting time (second Wednesdays from 10-12 at the Shelton Civic Center).  The PU will also meet during its normal meeting time of 4th Wednesdays from 2:30-4:30 at the Shelton Civic Center. There will no longer be monthly Technical Committee meetings. 

q      According to the Watershed Planning Act, Planning Units have 4 years to complete their plan after the Phase II funds are “first drawn upon by the Planning Unit.”  Mason County reviewed its records and determined that funds were first drawn upon on May 2, 2001 and therefore the final deadline for plan adoption and completion of all supplemental grant activities (storage grant, instream flow grant and water quality grant) is May 2, 2006. 

q      The PU reviewed the budget and determined it is adequate.  The PU would still like to meet its schedule of completing the plan by the end of 2005.

q      The PU would like to have a separate meeting with WDFW and Lead Entity staff to prepare habitat options. They would like to hear background on current and planned activities by lead entity groups.  They would also like to hear WDFW and Lead Entity suggestions for options and recommendations to be included in the Watershed Plan.  Phil will try to schedule the meeting—probably for either June 22nd or July 27th.  The meeting will be held either immediately before or after a Planning Unit meeting so that PU members do not have to make a special trip to attend. 

q      The PU would like the opportunity to comment on the draft options prepared.  Some members feel the descriptions do not adequately communicate current activities.  Others feel the options should include a broader range of options (e.g. from voluntary to mandatory) rather than focus on one solution.  PU members should provide Susan with written comments by June 8th.

q      The Planning Unit spent most of its meeting time reviewing draft options and developing preliminary, draft recommendations for the plan (included as a separate document).  These recommendations are in the idea stage only; they should not be viewed as representative of the final opinions or desires of the Planning Unit.  There will be many more drafts of recommendation language before the recommendations are voted on by the Planning Unit.  

 

2.      Public Involvement

q      Bob Simmons passed out two draft pages of the WRIA 14 web page for comment. 

 

3.      Upcoming Meetings

q      For the foreseeable future, WRIA 14 will have two Planning Unit meetings each month and will not have Technical Committee meetings.

q      The next PU meeting will be on Wednesday, June 8th from 10-12 at the Shelton Civic Center.  There will also be a PU meeting on Wednesday, June 22nd from 2:30-4:30 at the Shelton Civic Center
