  1. Results from Water Quality Grant Activities

q       Kim Lincoln briefed the PU on the activities funded by last years water quality grant.

q       The project included dye testing around the North Bay Sewage treatment plant, shoreline survey and water sampling in Oakland Bay, and completion of the Water Quality Monitoring Plan.

q       Detailed results can be found on the County’s web page and or the WRIA 14 web page.

q       The final water quality monitoring plan will be distributed in the near future.

  1. Water Quality Grant Amendment

q       The PU discussed options for amending the water quality grant from Ecology.

q       The PU favors installation of staff gauges and beginning monitoring consistent with the water quality monitoring plan.

q       Phil, Kim, John, Diane and Jason agreed to work on the scope some more and bring a proposal to the next Technical Committee meeting.

q       The PU authorized the TC to make final decisions on the grant amendment and forward the grant to Ecology without additional review or approval by the PU.

q       If a PU members wants to propose spending additional funds for water quality monitoring (beyond the amount available in the grant) this would need to come back to the PU for a decision.

Instream Flow Grant

q       The PU reviewed and approved the ISF grant amendment with changes.

q       Susan will make the revisions and Phil will begin the review process at Ecology.

q       Susan presented a draft RFP for the ISF hydrogeological study.  The PU suggested an RFQ may be a more appropriate vehicle for consultant selection.  Susan will transform the RFP into an RFQ.

q       John and Bob agreed to give Susan some detailed language about how to refer to the deeper aquifers.

  1. Grays Harbor County

q       Grays Harbor County has notified the initiating governments that they will opt out of the WRIA 14 Planning Unit process (as allowed through recent legislation) and therefore will not need to adopt the plan.

  1. Public Involvement Update

q       The County Fair received good participation.

q       WSU is now working on a new edition of the newsletter.

q       WSU also continues to conduct on-site septic outreach.

q       Anita, Nancy, Jason & Warren volunteered to help staff the booth at Oyster Fest.

  1. Other Items

q       Stuart Glasoe reminded the PU that PIE grant applications are available; proposals are due on Oct. 13th.

q       Stuart distributed shellfish fact sheets that are available on the PSAT web site, or let Stuart know if you want additional hard copies.

q       Bob distributed brochures for a workshop on TMDLs at the Skamania Lodge on October 29th-30th.
