1.      Consultant Selection Update

q       The RFQ for the hydro-geologic characterization has been advertised and Susan has received many requests for copies.

q       The selection team consists of John K, Bob S and Jason, with Phil as a non-voting participant.  Others are welcome; please let Susan know if you are interested.

q       The Statements of Qualifications are due on Oct. 7th and interviews are scheduled for Monday, October 27th.

 

2.      TMDL Discussion            

q       Chris Hempleman of the Dept. of Ecology discussed the TMDLs for the watershed (TMDLs—Total Maximum Daily Load—are essentially a clean-up plan for water quality problems).

q       Two TMDLs have been established in WRIA 14: one in Oakland Bay and one in Totten Inlet.

q       The Planning Unit is required by statute to include a recommended approach to implementing TMDLs in the watershed plan.

q       Chris presented a draft schedule for each TMDL, including field work, reporting, and preparation of a clean-up strategy.

q       A TMDL advisory group will be established for each TMDL; the Planning Unit did not think it was appropriate for the PU to serve as the advisiory committee, and encouraged Ecology to establish a separate committee.

 

3.      Definition of Habitat in Watershed Plan

q       The PU discussed the appropriate definition of “habitat” in the watershed plan.

q       The TC had recommended using the same definition for “fish habitat” as was used in the Limiting Factors Analysis.

q       The PU agreed with this with the clarification that nearshore habitat is addressed—i.e. that recent or ongoing studies on nearshore habitat are included in the plan.

q       The PU also requested a presentation at an upcoming meeting on studies of nearshore habitat; Susan should coordinate with Diane and John to get this scheduled.

 

4.      Water Storage Grant

q       In October, a sub-group of the PU will brief the regional sewer/water task force on the planning process and on the possibility of receiving some storage grant funds to examine aquifer storage and recharge in their study area.

q       They will ask for a sub-group from the task force to work with PU members to prepare a grant application to Ecology.

 

5.      Watershed Plan

q       The next chapter of the watershed plan will be addressing water quality and will be available for PU review on Wed. October 22nd.

 

6.      Public Involvement

q       The PU will have a booth at Oysterfest (Oct. 4th-5th), and PU members are encouraged to volunteer to staff the booth.

 

7.      Upcoming Meetings

q       The next Technical Committee meeting will be on Wed. Oct. 8th from 10-12 am at the Civic Center.

q       The next Planning Unit meeting will be on Wed. Oct. 22nd from 1:00-2:30 (NOTE THE TIME CHANGE!) at the Civic Center

q       In November, the TC and PU meetings will be combined so that only one meeting will be held.  (The regular PU meeting is scheduled for the afternoon before Thanksgiving, when attendance would be questionable!).  The time and place of the combined meeting will be announced soon.
