1.
Review and Approve PU Comments on Water Quantity
Chapter
q
The PU reviewed and approved the
comments received on the water quality chapter, with the following
additions/clarifications.
q
The PU would like the chapter to
be more of a summary of the technical assessment and have greater readability
for the lay reader. The PU felt the
writing in the current version is too technical.
q
The topic headings, in particular,
should be written in clear language that the lay reader will understand.
q
The data limitations need to be
clearly identified with clear disclaimers throughout the chapter.
q
Instead of simply citing “(Golder,
2003)” throughout the text when referencing the Technical Assessment, the PU
would like page numbers added (e.g. Golder, 2003, page x).
q
The PU would like some text added
to clarify the amount of water used by golf courses.
q
The text should clarify that the
City is the largest water purveyor in the WRIA (not the PUD).
q
The PU did not understand the
comment by Bill Neal on page 27 “Should only people suffer in dry years”.
q
Clearly state the difference
between Group A and Group B water systems, and explain the new legislative
requirements. Also explain why the PU
chose not to recalculate the number of systems in each group.
2.
DNR Discussion of Geoduck Aquaculture
q
Jeanne Koenings of WDNR gave an
overview presentation of a new project at DNR affecting geoducks.
q
The legislature instructed DNR to
conduct a pilot project on the feasibility of geoduck aquaculture on state-owned
aquatic lands.
q

Hydro-Geo Study
q
The PU was updated on the recent
Technical Committee meeting with NW Land & Water (NWLW)
q
NWLW will be giving a briefing to
the PU at the February meeting. The
briefing will include an overview of their technical work and findings, as well
as work plan options for the next phase of work.
4.
Storage Grant
q
The City of Shelton presented a proposal
for a storage grant. The PU agreed that
it was worth pursuing and asked that a sub-group of Theresa, Jason, Bob, Phil,
and John/Nadine meet before the next TC meeting to discuss it.
q
Theresa agreed to coordinate this;
it’s possible that this could be accomplished at the TC meeting if the group
cannot meet before.
5.
Watershed Plan
q
Jason informed the PU that Ecology
has changed the categories for TMDLs in a draft list that is out for public
comment. Jason asked the PU if they
would like the water quality chapter revised to incorporate this change. The PU
asked Jason to wait until the list is final; they do not want to make changes
based on a draft document. The PU did
think it was a good idea to add some narrative explaining to the reader what
was going on so the reader would understand why the plan may differ from future
TMDL lists.
q
Susan passed around the completed
WRIA 17 plan. The PU discussed the differences in how this plan was prepared
(use of consultants, cost considerations, etc.). Constance requested that the PU consider bringing in an outside
editor or writer to refine the WRIA 14 plan.
The PU expressed interest in learning more about the costs and benefits
of hiring an outside person to assist with writing or editing. Due to time constraints, the PU deferred
this discussion to the next meeting.

The PU expressed interest in
hearing the presentation by Dave Christensen of Jefferson County on Seawater
intrusion. Susan will discuss this with
Dave.
q
The group would also like to hear
a presentation by PSAT on stormwater management and low-impact development.
6.
Upcoming Meetings
q
The next Technical Committee
meeting will be on Wednesday, February 11th, from 10-12 at the Civic
Center in Shelton.
q
The next Planning Unit meeting
will be on Wednesday, February 25th, from 2:30-4:30 at the Civic
Center in Shelton.
