1. Hydro-Geo Study
q Phil, Susan and Bob will continue to work on the Instream Flow grant amendment; the amendment needs to be finalized before the NW Land and Water contract amendment can be signed.
q The PU discussed adding some geo-chemistry tasks to the NW Land and Water Contract.
q The PU asked that a contingency of $20,000 be added to the contract for geo-chemistry work. The contract must explicitly state that this money cannot be spent without written authorization from the PU. A precise work plan and budget for the geo-chemistry work must be agreed to before the spending is authorized.
2. Water Quality Report by Kim Klint of Mason Matters
q Mason Matters, a community organization focused on community health issues, identified water quality as a community health priority a few years ago.
q They have now put together a draft report to the community which identifies four priorities: Drinking Water, Marine Waters, Rivers & Streams, and Fresh Water Lakes.
q The report identifies goals for future action.
q The report will be ready in early May and copies will be available for the Planning Unit.
q Mason Matters plans to report progress toward meeting the goals every two years.
3. Storage Grant
q The Planning Unit wants the grant application to be submitted; if the grant is approved, the PU wants to see a revised scope of work from Cosmopolitan before the contract amendment with the City is finalized.
q When the contract is finalized, Susan will serve as project manager for the PU and will approve all invoices and handle administrative contract compliance issues. The Technical Committee will be responsible for ensuring that the technical aspects of the contract are satisfactory.
4. Update on Water Quality Project Funded by the Terry Husseman Grant
q Stephanie Kenny of Mason County gave a report on the water quality activities funded by the Terry Husseman grant.
q The project objective is to determine causes of fecal coliforms and other water quality pollutants flowing form the land surface to Oakland Bay.
q The tasks include monitoring and correction, farm plans, and public education. Most of the work is completed. Remaining tasks include farm plans, livestock distribution inventory, and some public education activities.
5. Watershed Plan
q The PU wants to move forward in hiring a consultant to write the watershed plan.
q Susan will draft an RFP for discussion, though this is a lower priority to the PU than getting contracts signed for the technical studies that have been authorized.
q For the time being, the PU will NOT continue working on the chapters of the plan that have been drafted; no additional comments on these chapters will be solicited. The PU will work with the selected consultant to determine how best to move forward.
6. Public Involvement Update
q An article in the Mason County Journal should be published soon.
q Junior watershed stewards have been selected from a local middle school.
q The spring newsletter is being finalized.
7. Upcoming Meetings
q The next Technical Committee meeting is scheduled for Wednesday, May 12 from 10-12 at the Shelton Civic Center.
q The next Planning Unit meeting is scheduled for Wednesday, May 26 from 2:30-4:30 at the Shelton Civic Center.
