WRIA 14 TECHNICAL COMMITTEE MEETING

MEETING SUMMARY

 

Attending: Stephanie Kenny, Mason County; Jeanne Kinney, Thurston County; Theresa Parsons, City of Shelton; John Konovsky, Squaxin Island Tribe; Phil Wiatrak, Dept. of Ecology; Ric Byrd & Al Frey, Port of Shelton; & Susan Gulick, Sound Resolutions.

 

 

1.      Proposals for Environmental Assessment Program (EAP) Support  

q       The TC discussed the TMDL, but agreed that there are other/better mechanisms for increasing support to the TMDL than EAP.

q       The TC also discussed the possibility of requesting EAP support for clean up efforts at Goose Lake.

q       Phil will check into this and submit the application if appropriate.

q       The group would like an update on Goose Lake cleanup at some point in the future.

 

2.      Meeting with Squaxin Island Tribe  

q       The TC finalized the letter to the Squaxin Tribal Council requesting a meeting.

q       The letter will be signed by local government elected officials (Thurston County, Mason County and City of Shelton).

q       Theresa, Stephanie and Jeanne will coordinate to gather the signatures.

 

3.      Watershed Plan

q       The TC reviewed the tribal conditions in the interlocal agreement forming the Planning Unit.  They discussed how to ensure these conditions are addressed in the watershed plan.

q       It may be necessary to reorganize the plan and include some sections (e.g. options considered by the Planning Unit) as appendices rather than include them in the body of the plan.

q       The plan is considered “approved” if it receives the consensus vote as laid out in the statute--even if it includes only one recommendation.

q       The TC discussed agreeing to items one by one as they go.  John agreed that this was a good idea but emphasized that the final vote on the plan will be on the entire “package”.

q       The TC agreed it was a good idea to save the contingency money in the plan writing contract for possible reformatting, reorganization and revision of the plan at the end of the process in order to achieve consensus.

q       The TC also discussed public involvement in the formation of the plan.  Some believed evening meetings would be more conducive to citizen participation. 

q       Evening workshops on key topics (rather than evening Planning Unit meetings) were also discussed as a way to engage the public and solicit input.

q       These ideas will be discussed in more detail at the next Planning Unit meeting.

 

4.      Upcoming Meetings

q       The next Planning Unit meeting will be on Wednesday, January 26th from 2:30-4:30 pm at the Shelton Civic Center.

q       The next Technical Committee meeting will be on Wednesday, February 9th from 10-12 at the Shelton Civic Center.

q       The next meeting of the Joint Committee on Watershed Planning for Hood Canal will be on Thursday, February 3rd from 2-4 at the Shelton Civic Center.
