1.      Presentation of Draft Storage Report

q       Jim D’Aboy of Cosmopolitan Engineering briefed the Technical Committee on the storage project.

q       The preliminary work on the project identified four potential sites for reused water to be infiltrated into the ground for aquifer recharge and storage.  All the sites are in a study area in the vicinity of the airport.

q       The consultants recommended further analysis of two of the sites (West Port property and Kneeland property) and to eliminate two sites from consideration (Tsai property and East Port property).

q       The Technical Committee asked for further analysis of the two recommended sites, plus a new site on John’s Prairie, near the soccer fields.  Jim D’Aboy believes it is possible to include three properties but will let Susan know if there are any problems.

q       The consultants will now begin field work to further assess mounding potential, infiltration potential, details of the groundwater interflow, etc.

q       Comments on the written report by Cosmopolitan are due to Susan by Wednesday, December 15th.

q       Diane and Phil will coordinate to extend the storage grant to June, 2005.  This will ensure adequate time to complete the field work and brief the Planning Unit.

2.      Discussion of Watershed Plan

q       The TC identified issues that should be considered in the watershed plan (attached as a separate document).

q       This list of issues will be discussed again in future meetings and is only a first draft.

q       The Tribe stressed that two components are important to them: water conservation and developing a hydraulic model of the watershed over time.

q       The TC discussed the need for the local elected officials on the Planning Unit to meet with representatives of the Tribal Council in the early stages of plan development to hear tribal input and concerns.

q       The TC also discussed the need for a strong water conservation component in the plan with creative options.  TC members agreed to give Susan any documents with good discussions of water conservation, or the contact information of persons with expertise.
