DRAFT MEETING SUMMARY

Attending: Jason Manassee, Mason County; Jeanne Kinney, Thurston County; Theresa Parsons, City of Shelton; Phil Wiatrak, Dept. of Ecology; Willie Pierce & Tracy Colard, Mason Co. PUD #1; Chad Stussy, WDFW; John Konovsky, Squaxin Tribe; Jim D’Aboy, Cosmopolitan Engineering; & Susan Gulick, Sound Resolutions.

1.      Watershed Plan

q       Comments on the introduction/background chapter of the watershed plan are past due; please send them to Susan ASAP.

q       Comments on the second draft of the water quality existing conditions AND comments on the draft water quality options are due to Susan on Wednesday, February 25th.  

2.      Discussion of Storage Project Scope of Work 

q       Jim D’Aboy, consultant for the City of Shelton, presented a draft scope of work for a possible storage grant application.

q       The scope of work will assess the impacts and benefits of land application of water from the waste water treatment plant.  The assumption is the that the water will provide aquifer recharge; the study offers a methodology to assess this.

q       The TC voiced some concerns about the limited geographic area of the study, but members were satisfied when it was explained that the study area would include 1-3 square miles. 

q       The TC also asked that the scope include (if budget allows) continuous core analysis, and a chemical analysis of the clay.

q       Data would be provided in a format that NW Land & Water can easily incorporate into Viewlog.

q       The scope of work should also include updates to the PU during the course of the project.

q       Phil suggested that the scope of work could consolidate the work to include fewer tasks with clear deliverables. 

q       Jim agreed to make these changes and e-mail another draft of the scope, along with a draft budget and schedule, for consideration at the next PU meeting on February 25th.

q       The TC also discussed the plan by the City to amend their existing contract with Cosmopolitan to conduct this work.  The TC discussed the pros and cons of this option and the option of selecting a consultant through an RFP.  The TC asked to see more information on Cosmopolitan’s qualifications before a final decision is made.

3.      Results from Temperature study on John’s Creek

q       John Konovsky gave a presentation on the Airborne Thermal Infrared Remote Sensing work that the tribe conducted on John’s Creek.

q       The project used infrared photography on a helicopter to measure temperature along the entire river on one day in August of 2003. 

q       The data showed areas of cooling in the river that correspond to areas of groundwater inflows into the stream.

q       The TC discussed the benefits of doing a similar study on Goldsborough Creek, estimated to cost around $12,000. 

q       The TC asked John to provide a brief synopsis of the study at the next PU meeting and the PU can decide whether or not to explore a similar study for Goldsborough Creek.

4.      Upcoming Meetings

q       The next PU meeting will be on Wednesday, February 25th, from 2:30-4:40 at the Shelton Civic Center.  Jim Mathieu of NW Land and Water will be presenting the results of the Hydro-geo work and sharing some work plan options for the next phase of work. 

q       The next TC meeting is scheduled for Wednesday, March 10th from 10-12 at the Civic Center, but this could change.
