DRAFT MEETING SUMMARY
Attending:
Diane Marcus Jones & Stephanie Kenny,
Mason County; Jeanne Kinney, Thurston County; Phil Wiatrak, Dept. of Ecology; Roy
Munch, Mason Co. PUD #1; Chad Stussy, WDFW; John Konovsky, Squaxin Tribe; Diane
Cooper, Taylor Shellfish; Bob Simmons, WSU Cooperative Extension; & Susan
Gulick, Sound Resolutions.
1.
Staffing Changes at Mason County
q Jason has
left Mason County. It is unclear how
the new staffing will work, but in the meantime Bob Fink is the Planning Unit’s
primary contact at the County. Diane
Marcus Jones will also assist the PU in some tasks.
q The County
remains committed to serving as the lead agency and as an active participant at
both the technical and policy levels within the Planning Unit.
q The County
agrees that the PU should move forward in hiring a plan writer.
q The County
is in the process of determining what administrative costs will be necessary;
this will help finalize the PU budget.
2.
Instream Flow Grant and Hydro-Geo Project
q The Instream
Flow Grant amendment has not been processed yet, largely due to the staffing
changes at Mason County.
q The NW
Land & Water contract amendment cannot be processed until the grant is
finalized.
q Diane (staff
at Mason County) will try to get both the grant amendment and the NW Land &
Water contract amendment scheduled for action with the BOCC.
q The TC
would like to have some geo-chemistry analysis added to the scope of work. Susan will talk to Jim about the costs for
this. The TC would like to add a
contingency fund for this work, and the PU can decide later whether or not to
expend the contingency funds.
q John K.
stated that the Squaxin Tribe could assist the consultant in surveying the well
locations, as assumed in the contract. TC
members also believed the County may have the appropriate staff and equipment
to assist with this.
q The goal
is to have both the grant amendment and the scope of work finalized before the
next PU meeting.
3.
Storage Grant Application
q Phil
completed the storage grant application based on the draft scope of work from
Cosmopolitan Consulting.
q The TC
recommends moving forward with the grant application but needs to see a revised
scope of work with Cosmopolitan before that contract is finalized.
4.
Temperature
study on Goldsborough Creek
q The
Squaxin Tribe will proceed with negotiating a contract for the temperature
study.
q John will
prepare a scope of work for PU approval.
q Diane will
talk to Bob about what type of an agreement is needed between the County and
the Tribe in order for the PU to reimburse the tribe for the costs of the
temperature study. Phil will also
follow up with EAP staff to determine how to transfer the $3000 from EAP to the
Squaxin Tribe.
5.
Upcoming Meetings
q The April
PU meeting is moved until Wed. April 21st to allow people to attend
a water policy conference in Bellevue on April 28th. The PU meeting on April 21st will
be from 2:30-4:30 at the Shelton Civic Center.
q The next
TC meeting will be on Wednesday, May 12th from 10-12 at the Shelton
Civic Center.
