WRIA 14 TECHNICAL COMMITTEE MEETING

DRAFT MEETING SUMMARY

 

Attending: Diane Marcus-Jones, Bob Fink & Stephanie Kenny, Mason County; Jeanne Kinney, Thurston County; Theresa Parsons, City of Shelton;  Phil Wiatrak, Dept. of Ecology; John Noble, Citizen; Bob Burkle, WDFW; Diane Cooper, Taylor Shellfish; Bob Simmons, WSU Cooperative Extension; & Susan Gulick, Sound Resolutions.

 

1.      Instream Flow Grant and Hydro-Geo Project

q       A WDFW instream flow expert has voiced some concerns about the grant amendment but no one knows what they are yet.  Bob Burkle and/or Phil will try to find out and get them resolved quickly.

q       The TC reviewed and addressed Brad Caldwell’s concerns.

q       The Base grant and the instream flow grant both need to be amended simultaneously for the project to proceed.  Phil will work directly with Bob on this.

q       The TC reviewed the NW Land & Water contract amendment and made some revisions.  Susan will communicate these changes to the consultant.

q       It is clear that the meeting with the consultants after the preliminary phase of the contract will be key for deciding whether to move forward and to refine the details of the remaining tasks.  Therefore the TC believed this meeting was best for the PU as a whole rather than for the TC. 

q       Phil requested that the contract clarify that equipment purchased becomes the property of the Planning Unit, and that Ecology needs to be consulted in selecting equipment.

 

2.      Temperature study on Goldsborough Creek

q       The TC was satisfied with the scope of work prepared by the Squaxin Tribe; the only requested change was to have the final report provided in digital format (as well as hard copy).

 

3.      Storage Grant Application

q       The PU is still waiting for the grant application to be approved but it is not anticipated to be a problem. 

q       The TC reviewed the draft contract amendment with Cosmopolitan.  The TC requested that the contract state that the project manager needs to coordinate with Susan, who will be the project manager for the PU.

 

4.      RFP for Plan Writing 

q       The TC reviewed a draft RFP for plan writing.  A clear plan outline would improve the RFP.  Susan will send out a couple of outlines and the PU will try to finalize the outline at the next PU meeting.

5.      Budget

q       Bob F. reviewed some updated staffing costs. 

q       Susan will work with Bob to update the budget for the next PU meeting.

 

6.      Upcoming Meetings

q       There will be a joint meeting with WRIAs 14, 15 & 16 in the afternoon on Thursday, June 10th.  The exact time and place willl be e-mailed later. 

q       The next PU meeting will be on Wed. May 26th from 2:30-4:30 at the Shelton Civic Center.

q       The next TC meeting will be on Wed. June 9th from 10-12 at the Shelton Civic Center.
